The Journey: Tinka Tinka Foundation (TTF) introduced prison radios in Haryana jails in 2020, carrying out the initiative in four phases. Three prisons were selected for the first phase: District Jail, Panipat, District Jail, Faridabad and Central Jail, Ambala. First prison radio in the state of Haryana was launched in DJ, Panipat by Shri Ranjeet Singh, Jail Minister, Haryana, Shri Rajeev Arora, IAS (ACS, Home & Jail), Government of Haryana, Shri K. Selvaraj, IPS, Director General of Prisons, Haryana, Shri Devi Dayal, Superintendent, DJ, Panipat and Dr. Vartika Nanda, Founder of Tinka Tinka Foundation.
Capacity of District Jail, Panipat: District Jail in Panipat is designed to accommodate up to 960 inmates. Present jail building was constructed in 2020.
Tinka Jail Radio Training: In the first phase of jail radio training, 21 jail inmates were chosen and trained as radio jockeys. Out of these, six inmates were housed in District Jail, Panipat.

2022: BRUT: International recognition and respect: Brut India telecast an exclusive documentary on the journey and impact of Tinka Jail Radio in District Jail, Panipat in Haryana. It emphasised the utility and relevance of Tinka Jail Radio. Tinka Jail Radio has maintained a substantial distance from the regular media glare, this exclusive documentary gave special recognition to inmates, boosting their morale for continuous constructive engagements.
2022: Award: Vishal Sharma, Warder, DJ, Panipat received Tinka Tinka Award for Prison Administrator in Sabarmati Jail, Gujarat. The award was given by Dr. KLN Rao, DG, Prisons, Gujarat,
2021: National Crime Record Bureau and the Good Practices: National Crime Record Bureau and the Good Practices: TTF It created its first prison library in District Jail, Panipat in 2021. This library found a special mention in Prison Statistics of India (PSI), 2021, released by National Crime Records Bureau (NCRB), Ministry of Home Affairs (MHA).
2020 – present: Music in Jail: More than a dozen songs have been released from different jails since the inception of prison radio in 2020. Kashish, lodged in DJ, Panipat, became a star overnight with his songs reaching international platform.
Tinka Prison Research Cell: 2022: Brut: The whole day would go by roaming around the block. We would go for haircuts or go out to the canteen. I didn’t know anyone, or they didn’t know me. I did not talk to anyone much because we would be stuck in one room together… I learned creativity. We started thinking creatively. We realised that we could even create something. We get tasks from ma’am that encourage creative thinking, like writing lyrics for a song, preparing a newsletter and making a magazine. These tasks open our minds and help us think out of the box.”

Constructed in 2020, this is a new jail equipped with modern infrastructure. 16 January, 2024: Panipat Jail Radio completes 3 years: Jail Radio is positively impacting inmates: A revolutionary movement in Indian Jails by Tinka Tinka Foundation
Haryana’s first prison radio completed three years of its transmission on 16th January, 2024. This radio is now an integral part of the jail. With a broadcast for three hours every day, prison radio programs are eagerly awaited by inmates. Tinka Tinka Jail Radio gives them much-needed relief from their depressive mental state and provides them the opportunity to engage with it either as radio jockeys or as performers. Jail radios in Haryana are the brainchild of India’s leading prison reformer and media educator Dr. Vartika Nanda.
Jail radio in District Jail, Panipat had started with 6 inmates as Radio Jockeys. This radio was inaugurated by Shri Ranjeet Singh, Jail Minister, Haryana, Shri Rajeev Arora, IAS, ACS, Home, Jail Department, Government of Haryana, Shri K. Selvaraj, IPS, Director General of Prisons, Haryana, Shri Devi Dayal, Superintendent and Dr. Vartika Nanda, Founder of Tinka Tinka Foundation. These inmates were selected by Tinka Tinka Foundation (TTF) after a detailed audition in December 2020. Later on, a systematic training workshop was conducted by TTF for inmates of 3 jails namely District Jail, Panipat, District Jail, Faridabad and Central Jail, Ambala. Vishal Sharma, Warder in District Jail, Panipat (Haryana), was recognised for his immense contributions towards increasing literacy in the prison and giving support for Tinka Tinka Jail Radio and was given Tinka Tinka India Award in the year 2022. Conceived by TTF, this year the award was presented in Central Jail, Sabarmati in Gujarat.

Tinka Prison Library: 2021
District Jail Panipat started its Tinka Prison Library to cater to the educational needs of almost 1000 inmates lodged in this jail. The library was inaugurated by Shri Amit Sharma, CJM cum Secretary, District Legal Services Authority Panipat, Shri Devi Dayal, Superintendent of the Jail and Founder of Tinka Tinka Dr. Vartika Nanda. This prison library is a joint initiative of Tinka Tinka Foundation and Deora Seva Nidhi, Kolkata.
Speaking on the occasion Shri Amit Sharma said that this library will pave way to bring legal literacy and awareness in inmates. Shri Devi Dayal said that this initiative has brought immense change in the attitude of inmates. They are taking keen interest in jail radio and library will further add to the reformation process. Dr. Vartika Nanda said that this library is a move to develop reading habits in inmates and fulfil their communication needs.

This is a great initiative by Tinka Tinka. Workshops to train inmates and to develop their talents and creativity is an excellent thing to do.
