Tinka Jail Radio in District Jail, Agra has become a lifeline for the inmates. Jail Radio was inaugurated by S.S.P. Babloo Kumar, Jail Superintendent Shashikant Mishra, and Dr. Vartika Nanda on July 31, 2019. Vartika Nanda is credited  for the conceptulization of the prison radio and its training. During that time, Tuhina, a woman inmate and Uday, a male inmate were selected as radio jockeys. Later, Rajat, another inmate, joined them. Tuhina became the first female radio jockey in Uttar Pradesh’s prisons. 

Background: Vartika Nanda’s research on the “Study of the condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh” in 2019-20 has been evaluated as ‘outstanding’ and recommended for publication by ICSSR. During this period, she was instrumental in launching Prison Radio in District Jail, Agra. This jail is the oldest prison building in India. Her major projects with Tihar Prison Complex (Delhi), District Jail, Dasna, District Jail, Agra (Uttar Pradesh) and the jails of Madhya Pradesh and Haryana have brought positive change in prison atmosphere, fulfilling their communication needs and paving way to reformation. 

Today, Tinka Tinka’s jail radio movement, starting from Agra, has expanded to 10  out of 20 jails in Haryana as well as to District Jail, Dehradun. Rooted in rehabilitating inmates and reforming prisons through the means of art, literature, music and media, Tinka Tinka has also conceptualised its unique ‘Tinka Model of Prison Radio’, which aims to ‘create rainbows behind the bars.’ Tinka Tinka’s success story in leveraging jail radio to safeguard key human rights was presented at the first International Prison Radio Conference in Oslo, Norway, in June, 2022 and in Barcelona, Spain in 2023, where she represented Asia.

जेल रेडियो की  स्थापना दिवस पर विशेष

1741 में मुगलों के जमाने में बने जिला जेल, आगरा में स्थापित रेडियो बंदियों की जिंदगी का सहारा बन गया है। ठीक चार साल पहले 31 जुलाई को इस रेडियो का शुभारंभ एसएसपी बबलू कुमार, जेल अधीक्षक शशिकांत मिश्रा और तिनका तिनका की फाउंडेशन संस्थापिका वर्तिका नन्दा ने किया था। जेल रेडियो की परिकल्पना और उसका प्रशिक्षण वर्तिका नन्दा ने करवाया था। उस समय आईआईएम बेंगलुरु से स्नातक महिला बंदी – तुहिना और स्नातकोत्तर पुरुष बंदी- उदय को रेडियो जॉकी बनाया गया था। बाद में एक और बंदी- रजत इसके साथ जुड़ा।  तुहिना उत्तर प्रदेश की जेलों की पहली महिला रेडियो जॉकी की जेल बनी। रेडियो के लिए स्क्रिप्ट बंदी ही तैयार करते हैं। 

आगरा जिला जेल का रेडियो अब काफी चर्चा में है और अपनी निरंतरता से उसने जेल को मानवीय बनाने में मदद की है। अब प्रदेश की पांच सेंट्रल जेल और कम से कम 20 जिला जेलों में रेडियो शुरु किए जा चुके हैं।

अब तैयार होगी नई खेप

जिला जेल, आगरा के नए अधीक्षक हरिओम शर्मा के नेतृत्व में इस जेल में अब बंदियों का चयन होगा और उन्हें रेडियो जॉकी की ट्रेनिंग दी जाएगी। ट्रेनिंग का काम तिनका तिनका फाउंडेशन करेगी। यह काम अगस्त में शुरू होने की संभावना है।

जेल रेडियो के प्रयोग

जिला जेल, आगरा का यह जेल रेडियो उत्तर प्रदेश की बाकी जेलों में रेडियो को लेकर एक नींव बना। कोरोना के दौरान जेल ने बंदियों के मनोबल को बनाया। इसी रेडियो के जरिए जेल में महत्वपूरण सूचनाएं बंदियों तक पहुंचाई गीं।  मुलाकातें बंद होने पर यही उनके संवाद का सबसे बड़ा जरिया बना।  इसकी मदद से बंदियों कोरोना के प्रति जागरुक किया जाता गया। वे इसके जरिए अपनी पसंद के गाने सुन पाते हैं। अपनी हिस्सेदारी को लेकर उनमें खूब रोमांच रहता है।  महिला बंदियों को कजरी गीत गाने में विशेष आनंद आता है। रेडियो की पंच लाइन ‘कुछ खास है हम सभी में’ ने सबमें प्रेरणा का संचार किया है। इस दौरान वर्तिका नन्दा ने उतर प्रदेश की जेलों पर एक विशेष शोध किया जो कि भारतीय जेलों में महिलाओं और बच्चों की संचार की जरूरतों पर आधारित था। 2020 में ICSSR के लिए किए गए उनके इस शोध को उत्कृष्ट माना गया है और अब यह एक पुस्तक के रूप में सामने आ रहा है।  इस शोध के केंद्र में जिला जेल, आगरा थी।

Vartika Nanda presented paper on the Role of radio in community communication in prisons in India at international conference of IAMCR (International Association for Media and Communication Research) held in Madrid, Spain from July 7-11 under the section Community Radio: Narratives, Politics and Human Rights. Vartika Nanda is an academic by profession, a journalist by vocation and a prison reformer by passion. She has used the best practices of journalism and academia for studying and contributing to prison reforms. As the founder of Tinka Tinka Foundation, she has tirelessly worked for improving the conditions in India’s prisons, such as including the introduction of prison radio in District Jail, Agra and the jails of Haryana. She has authored three books on prisons including Tinka Tinka Tihar, Tinka Tinka Dasna and Tinka Tinka Madhya Pradesh that present an authentic source of prison life and reforms in India. Her Tinka Tinka Jail Radio Podcasts are EXCLUSIVE podcasts dedicated to Indian prisons. Vartika Nanda was conferred with the Stree Shakti Puraskar by the President of India in 2014 for her seminal contribution to women empowerment through media and literature. Her name has appeared in the Limca Book of Records twice, for her unique contribution to prison reforms, which was also taken due cognizance by the Supreme Court of India in 2018. Currently, she heads the Department of Journalism, Lady Shri Ram College, Delhi University.

Vartika Nanda did extensive research on the “Condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh” in 2019-20. During this period, she was also instrumental in launching Prison Radio in District Jail, Agra. Tinka Jail Radio in DJ, Agra was inaugurated by Babloo Kumar, IPS, Senior Superintendent of Police, Agra, Shashi Kant Mishra, Superintendent, Agra District jail and Vartika Nanda, prison reformer on 31st July, 2019.  This is the oldest prison building in India.

Beginning of Covid-19 in India brought a ban on visitations in all the jails. This was the time when the potential and need of radio was realised more deeply. During the pandemic, prison radio played an even more significant role and became the major source of information and entertainment for the incarcerated souls. During this time, Tinka Model of Prison Radio started taking shape.

Later, radios were launched in the jails of Haryana and in District Jail, Dehradun.

The work of Dr. Vartika Nanda, the founder of the movement of prison reforms in India, is a testament to the idea that rehabilitation and not punishment is the answer.
