This jail was made in the year 1884 as Sub Jail. Later on in 1983, it was upgraded as District Jail and in 2015, as Central Jail. The authorised capacity of the Jail is 723 inmates which includes 678 as male and 45 as females. At present the population of jail is 554. Due to COVID-19 epidemic a total of 372 prisoners are released on parole and interim bail as on date as per the directions of High Power Committee, Government of Punjab.
Prisoners are provided with canteen facilities and telephonic booths as a welfare measure. Vocational courses both for male and female prisoners like electrician, plumbing, carpentry, stitching and tailoring are being done for their rehabilitation.
Apart from a 05 bedded jail hospital an OOAT Centre is also operational in the jail. To counter the ill effects of COVID-19 epidemic prisoners of the jail are sensitized to keep themselves hygienic and maintain social distance among them.
All the prisoners of the jail are supplied with locally made masks. A total of 1500 masks were made by the prisoners of the jail. The Jail is daily disinfected by the spray of Sodium Hypo chloride. Hand Sanitizers along with soap and water are used frequently to clean the hands.
Fogging is also being done with the help of Municipal Corporation Hoshiarpur inside as well as outside of the jail premises. Due to COVID-19 epidemic as physical meeting (Mulakat) of the inmates with their parents is stopped so as per the order of ADGP Prisons Whatsapp Mulakat is being done.
This jail is headed by Shग Lalit Kohli, Superintendent. He is assisted by Shri Harbhajan Singh, DSP Maintenance, Shri Jagir Singh, DSP Security and Shri Avtar Krishan Saini, Welfare officer and warrant officer.
Shri Avtar Kishan Saini was amongst the set of officers to receive the National Tinka Tinka India Award in 2019.
During the present COVID-19 crisis, Tinka Tinka has covered a number of jails across India in its Tinka Jail News segment. The stories that I have seen on their YouTube channel began with covering jails in Rajasthan, then it covered the Agra Central Jail, jail in Madhya Pradesh, Montage, then it progressed to report about the four jails of Mau, Hamirpur, Meerut and Pilibhit it then covered the jail of Haldwani, Uttarakhand, the jail in Maharashtra, the jail in Chandigarh, Sonbhadra jail, jail in Hoshiarpur, Punjab and the latest news was centred around jails in Kerala. Tinka Tinka has not publicised their content on social media probably because they wanted to put silent efforts and keep it low key. Strangely, all these prisons that are engaged in making masks and sanitisers, for themselves, for the government and private authorities, haven’t been appreciated enough by most of the mediahouses. The role of media is crucial, it happens to be the forth pillar of a democracy, it is responsible for spreading awareness among the general public. They ought to report news that may help the society progress, they ought to appreciate worthy enough individuals irrespective of where they come from. They can facilitate in bridging the gap between the society and prisons. But alas! All they seem to care about is the gain in their TRPs and putting up sensational news.
