It will carry out research on the impact of jail radio during Covid-19

Tinka Tinka Foundation launched Tinka Prison Research Cell on 27 April, 2021. The formation of the cell was announced by Shri K. Selvaraj, Director General of Prisons, Haryana, who welcomed the initiate the initiate and expressed hope that this kind of research would help in bringing improvements at the administrative level and enhance the quality of work for the prisoners’ welfare. He added that jail radio had clearly brought a lot of positive difference in the lives of inmates in these jails and this kind of research would augment it further.

Program was attended by Shri Amit Kumar, Superintendent, Karnal Jail, Shri Devi Dayal, Superintendent, Panipat Jail and Ms. Shailakshi Bhardwaj, DSP, Karnal Jail, other officers and selected jail inmates.

Objectives of the cell

Main objectives of the cell is to carry out action-oriented prison related research by encouraging inmates, jail staff and scholars to engage in jail related research, institute fellowships to conduct study on prison reforms issues, help, suggest and guide prisons to inculcate some of the good practices based on research analysis, document prison literature and publish prison related research work, enrich prison libraries by making available to them the published jail research, fill communication gaps in jails and introduce the concept of jail journalism. Tinka Prison Research Cell has introduced the concept of research where both inmates and jail staff will directly become active participants of jail related research.

Covid-19 and Jail radio to be the focus of first research

Tinka Prison Research Cell (TPRC) has chosen four inmates, two each from two different jails of Haryana, as part of the initial research team. These inmates, two men and two women, were lodged in District Jail Panipat and District Jail Karnal at the time of the lauch of the cell. Both the women inmates were life convicts.  They were given training by Tinka Tinka Foundation for being a Radio Jockey and are now associated with prison radio. They will be taught the basics of research methodology to conduct field-based research work. The first research work will involve analysing the impact of prison radio in the three jails of Haryana with special reference to Covid-19.  Research will be undertaken after formal permission from the prison department.

Jail inmates welcomed this step

The four inmates, who were selected for the cell, explained in detail the impact of radio on them. One inmate said that she was able to come out of her depression due to prison radio. Inmate from Panipat added that earlier, on an average, there used to be ten cases of depression in the jail, which was now reduced to nil.  The jail radio is the tool which helped them deal with difficult circumstances during Covid-19.

Tinka Prison Research Cell has been instituted by Tinka Tinka Foundation, a trust for prison reforms led by Vartika Nanda. She is the recipient of Stri Shakti Pursakar by the President of India. Her work on prison reforms has been included twice in Limca Book of Records.

जेलों के लिए बना तिनका प्रिजन रिसर्च सेल

कोरोना, रेडियो और संवाद पर होगा शुरुआती काम

तिनका तिनका फाउंडेशन ने नई तरह की पहल करते हुए जेल संबंधी विषयों पर शोध के लिए एक विशिष्ट रिसर्च सेल की स्थापना की आधिकारिक घोषणा की।  वेबिनार के जरिए हुए एक विशेष कार्यक्रम में तिनका प्रिजन रिसर्च सेल का उद्घाटन करते हुए हरियाणा के जेल महानिदेशक श्री के. सेल्वराज ने कहा कि विदेशों में जेलों पर शोध की कुछ परंपरा रही है , भारत में जेलों में इस तरह का प्रयास प्रशासनिक गुणवत्ता और बंदियों के कल्याणार्थ महत्वपूर्ण सिद्ध होगा। हरियाणा की तीन जेलों में रेडियो की स्थापना से जेल में बंदियों में सकारात्मक माहौल पैदा हुआ है और जेल में आने के बाद पैदा हुई निराशा और कुंठा में कमी आई है।  जेल सुधारक, शिक्षाविद और तिनका तिनका फाउंडेशन की संस्थापक डॉ. वर्तिका नन्दा के मुताबिक शुरुआती दौर में यह प्रकोष्ठ प्रमुख तौर पर कोरोना के दौरान बंदियों की संचार की जररूतों और उसके असर पर  केंद्रित शोध करेगा। उन्होंने बताया कि हरियाणा में करीब 50 बंदियों को जेल रेडियो की ट्रेनिंग दी गई है। इनमें से किसी भी बंदी को शोध का कोई पूर्व अनुभव नहीं था। यही हमारी रिसर्च सेल की चुनौती भी है औऱ विशिष्टता भी।

जिला जेल, करनाल के जेल अधीक्षक श्री अमित कुमार, पानीपत जेल के अधीक्षक श्री देवीदयाल और जिला जेल, करनाल की डिप्टी सुपरिटेंडेंट सुश्री सैलाक्षी भारद्वाज, जेल के अन्य स्टाफ और कुछ बंदी भी मौजूद रहे।

सेल का मकसद              

तिनका प्रिजन रिसर्च सेल का मकसद बंदियों, जेल स्टाफ और शोधार्थियों को जेल से जुड़े शोध के लिए प्रोत्साहित करना, जेलों में संवाद की जरूरतों को पूरा करने में मदद करना, जेलों की उत्कृष्ट पद्धतियों को चिह्नित करना, जेल के साहित्य को सहेजना, जेल से जुड़े शोध कार्यों को प्रकाशित करवाना और जेल की लाइब्रेरी को समृद्ध करना है। तिनका तिनका फाउंडेशन शोध से जुड़े चयनित कामों को संकलित और प्रसारित करेगा।

पहला शोध हरियाणा के जेल रेडियो पर आधारित 

तिनका प्रिज़न रिसर्च सेल  ने पहले शोध के लिए हरियाणा की 2 जेलों  से 4 बंदियों का चयन किया है। इनमें जिला जेल, पानीपत के दो पुरुष बंदी और जिला जेल, करनाल की दो महिला बंदी हैं। इनमें दोनों पुरूष बंदी विचाराधीन हैं जबकि दोनों महिलाएं आजीवन कारावास पर हैं। चारों बंदी रेडियो ज़ॉकी की ट्रेनिंग हासिल कर चुके हैं और अभी जेल रेडियो से जुड़े हुए हैं। इन्हें जेल शोध की प्रक्रिया का हिस्सा बनने के लिए मार्गदर्शन दिया जाएगा। शोध की शुरुआत में ये बंदी जेल रेडियो के बंदियों पर पड़ने वाले प्रभावों की पड़ताल करेंगे। यह शोध हरियाणा जेल विभाग की अनुमति मिलने पर क्रियान्वित किया जाएगा।

तिनका तिनका फाउंडेशन ने 2020 में हरियाणा की तीन जेलों (जिला जेल पानीपत और  फरीदाबाद और केंद्रीय जेल अंबाला) में रेडियो की संकल्पना करने के बाद बंदियों का चयन कर उन्हें प्रशिक्षण प्रदान किया था जिसके बाद इन जेलों में रेडियो की स्थापना हुई। यह सेल जेल रेडियो से जुड़े सभी पहलुओं की बेहतर समझ विकसित करने में कारगर योगदान दे सकता है। इसके जरिए तिनका तिनका ने  जेल पत्रकारिता को स्थापित करने की दुनिया की अपनी तरह की पहली कोशिश की है।

हरियाणा जेल महानिदेशक ने किया स्वागत

इस दौरान चुने गए चारों बंदियों ने रेडियो  विस्तार से शोध को लेकर अपनी बात रखी। करनाल जेल की एक महिला बंदी ने खासतौर पर कहा कि अब उसकी अवसाद की समस्या पूरी तरह से दूर हो गई है। पानीपत जेल में अवसाद के हर महीने आने वाले करीब 10 मामले घट कर शून्य हो गए हैं।

वर्तिका नन्दा और तिनका तिनका फाउंडेशन

जेलों पर शोध को लेकर विशिष्ट सेल बनाए जाने की इस नायाब कोशिश को डॉ. वर्तिका नन्दा ने अंजाम दिया है। वे देश की स्थापित जेल सुधारक और जानी-मानी संस्था तिनका तिनका फाउंडेशन की संस्थापक हैं। मीडिया और साहित्य में अपने योगदान के लिए देश के सबसे बड़े नागरिक सम्मान स्त्री शक्ति पुरस्कार से भारत के राष्ट्रपति से सम्मानित हो चुकी हैं।। तिनका तिनका का काम दो बार लिम्का बुक ऑफ रिकॉर्ड्स में शामिल हुआ है। वे 2018 में देश की 1382 जेलों की अमानवीय स्थिति के संबंध में सुप्रीम कोर्ट में दायर याचिका की सुनवाई का हिस्सा बनीं। तिनका तिनका तिहाड़, तिनका तिनका डासना और तिनका तिनका मध्य प्रदेश, जेलों पर उनकी चर्चित किताबें हैं। 2019 में आगरा की जिला जेल और 2020-2021 में हरियाणा की जेलों में रेडियो लाने में उनका प्रमुख योगदान है। 2020 में तत्कालीन मानव संसाधन विकास मंत्रालय के लिए भारतीय जेलों में संचार की जरूरतों पर एक शोध पूरा किया। फिलहाल वे दिल्ली विश्वविद्यालय के लेडी श्री राम कॉलेज के पत्रकारिता विभाग की प्रमुख हैं।
