Telephones are now the only window of communication for inmates lodged in the jails of Uttar Pradesh. Due to the existing Covid-19 threat resulting in lockdown, visitations have been stopped in all jails across India. The only way of communicating and connecting with the outside world available to inmates is through telephones and they are finding solace through this technology.
After the ban, 69 jails of Uttar Pradesh have introduced the phone call facility for inmates, free of cost. The survey selected 5 jails of Uttar Pradesh, namely Central Jail, Naini (Central Jail), Lucknow (District Jail) Agra (District Jail), Ghaziabad (District Jail) and Gautam Budhha Nagar (District Jail). All these 5 jails are representative jails of Uttar Pradesh, the most populous state of India. These are among the largest jails of UP, have women inmates and are overcrowded too. Survey included the entire prison population of these jails, a sum total of nearly 15, 790 inmates.
This survey is conducted by Vartika Nanda, the founder of Tinka Tinka Foundation, working towards prison reforms in India. The data has been provided by Uttar Pradesh Prison Department on request. This is part of an on-going research on the communication needs of inmates with special reference to Uttar Pradesh.
This survey has revealed that the number of phone calls made has increased at least three times in the post lockdown period over the pre lockdown days in all the jails. District Jails of Lucknow and Gautam Buddha Nagar have recorded the highest increase in number of phone calls per day; increasing from 7 to 325, and from 38 to 260 respectively. This included zero calls made by women in the pre lockdown period in both these jails, and 25 and 5 respectively in the post lockdown period.
The phone density in the jails ranges from 435 inmates per phone in Lucknow District Jail to 2079 inmates per phone in Naini Central Jail.
According to Shri Anand Kumar, DG, Prisons and Correctional Reforms, Uttar Pradesh, “We were active in providing telephone facilities to inmates. Our jail staff is ensuring that everyone gets the opportunity to connect with their families.”
Vartika Nanda, founder of Tinka Tinka added. “Institutionalization of telephone calls in the Indian prisons is a step forward in augmenting communication amenities for inmates and is a part of ongoing prison reforms. From the days of communication-less jails, we have transitioned to communication-friendly jails helping reformation and healing.”
Another positive development is that women inmates who were unable to make calls in the pre lockdown phase since all the telephones were installed in the male section, are now able to make use of this facility. Uttar Pradesh Prison department has installed new phones in common areas and this has come as a welcome change for the women inmates.
While inmates are happy about this change, they feel that increase in the number of phone sets would bring more relief. Due to inadequate number of telephone sets, inmates have to wait for their turn which may range from 3 to 10 days. At present, duration of each call is limited to 2-5 minutes. Evidently, the increase in phone sets would further address the communication needs of inmates better and would reduce stress and anxiety in jails. One call a day, certainly helps keep the tension away.
Who is Vartika Nanda: Vartika Nanda is the founder of Tinka Tinka. This movement is aimed towards bridging gaps between prisons. The then President of India, Shri Pranab Mukherjee, conferred the Stree Shakti Puraskar on her in 2014. Stree Shakti Puraskar is the highest civilian honour on women empowerment in India. Her name has also been included in the Limca Book of Records twice for her unique work on prison reforms. Currently, she teaches in the Department of Journalism, Lady Shri Ram College, Delhi University, India.

उत्तर प्रदेश की जेलों में बंद कैदियों के लिए टेलीफोन बाहरी दुनिया से संवाद का सबसे जरूरी साथी बन गया है। कोरोना की वजह से भारत में बंदियों की मुलाकात पर रोक लगा दी गई है। मुलाकात बंदियों के लिए अपने परिवार से सीधे जोड़ने का प्रमुख माध्यम है। लेकिन इसके विकल्प के तौर पर अब टेलीफोन को प्रमुखता मिल गई है।
मुलाकात पर रोक के बाद से उत्तर प्रदेश की 69 जेलों में बंदियों के लिए फोन की निशुल्क सुविधा शुरु कर दी गई है। हाल में किए गए एक शोध में संवाद की इन जरूरतों को समझने के लिए राज्य की 5 जेलों– नैनी (केंद्रीय जेल), लखनऊ (जिला जेल), आगरा (जिला जेल), गाजियाबाद (जिला जेल) और गौतम बुद्ध नगर (जिला जेल) को शामिल किया गया था।
यह पांचों जेलें उत्तर प्रदेश की जेलों का प्रतिनिधित्व करती हैं। उत्तर प्रदेश भारत की सबसे ज्यादा आबादी का राज्य है और इन जेलों में क्षमता से ज्यादा बंदी हैं। इनमें महिला बंदी भी शामिल हैं। शोध में इन पांचों जेलों के करीब 15, 790 बंदियों के फोन के इस्तेमाल के आंकड़ों को शामिल किया गया।
यह सर्वेक्षण जेल सुधारक वर्तिका नन्दा के देश की जेलों पर किए जा रहे एक शोध का हिस्सा है। वे जेलों पर काम कर रही तिनका तिनका फाउंडेशन की संस्थापक हैं। इन आंकड़ों को उत्तर प्रदेश के जेल विभाग से लिया गया है।
सर्वेक्षण से यह साफ है कि जेलों में कोरोना काल में फोन-कॉल का अनुपात कम से कम तीन गुना बढ़ गया है। नोएडा और गौतम बुद्ध नगर की जिला जेलों में हर रोज किए जा रहे फोन में वृद्धि का अनुपात अधिकतम है। यहां पर फोन कॉल में 7 से सीधे 325 और 38 से 260 का उछाल दर्ज किया गया है। दिलचस्प बात यह भी कि कोरोना से पहले इन जेलों में महिलाओं ने एक भी फोन नहीं किया था और अब यह संख्या 25 और 5 पर है।
इस परिप्रक्ष्य में जेल में फोन की उपलब्धता भी गौर करने योग्य है। जिला जेल, लखनऊ में प्रति 435 बंदियों पर एक फोन जबकि केंद्रीय जेल, नैनी में प्रति 2079 बंदियों पर एक फोन उपलब्ध है।
उत्तर प्रदेश कारागार विभाग के महानिदेशक आनंद कुमार का कहना है कि कोरोना संकट की शुरुआत के साथ ही विभाग ने पूरी सक्रियता दिखाते हुए जेलों में टेलीफोन की सुविधा उपलब्ध करवा दी। जेल स्टाफ यह कोशिश कर रहा है कि सभी बंदियों को फोन के जरिए अपने परिवारों से संपर्क करने का पूरा मौका मिले।
वर्तिका नन्दा का कहना है कि जेलों में फोन की यह सुविधा जेल सुधार की दिशा में एक कारगर कदम है। संवादविहीन जेलों में अब संवाद की एक नई परंपरा बन रही है। यह जेलों में सुधार लाने और उन्हें मानवीय बनाने में मदद करेगा।
शोध से यह भी सामने आया कि कोरोना से पहले ज्यादातर जेलों में महिलाओं को फोन करने की सुविधा नहीं दी जाती थी क्योंकि फोन बूथ पुरुषों की जेल में लगे होते हैं। अब जेलों ने फोन लाइनों की सुविधा सभी बंदियों के लिए बराबरी के साथ उपलब्ध करवा दी है। जेल प्रशासन ने फोन ऐसी जगहों पर लगवा दिए हैं जहां महिलाओं के जाने पर पाबंदी नहीं है।
बंदी जेल में आए इस बदलाव से बेहद खुश हैं। फोन की सुविधा ने उनकी जिंदगी में सुकून दिया है लेकिन कई जेलों में बंदियों की बड़ी तादाद के सामने फोन की संख्या बहुत कम है। इसलिए अगली कॉल के इंतजार का समय 3 से 10 दिन के बीच का है। मौजूदा समय में एक बंदी को प्रति काल 2 से 5 मिनट तक बात करने की सुविधा है। जाहिर है, फोन बढ़ेंगे तो बंदिशों में जीती जेलों में तनाव कुछ कम होगा। मुलाकातें बंद होने से सिमटे संवाद के बीच फिलहाल फोन ही सबसे बड़ा आसरा है.

कोरोना के ऐसे करुणामय समय में जहां बाहरी दुनिया अपने घरों में बंद रहने पर मजबुर है लेकिन बंद होने के साथ साथ बाहरी दुनिया के लोग अपने दोस्तों और रिश्तेदारों से घंटों टेलीफोन या सैल फोन के द्वारा वार्तालाप कर सकते हैं, यहां तक कि बाहरी लोग वीडियो कॉल के द्वारा अपने परिजनों को देख भी सकते हैं। ऐसे में आप जेल कि स्थति को खुद ही समझ सकते हैं और जेलों के अंदर रहने वाले बंदियों के एहसास को भी, जो परिजनों से मिलने के इंतज़ार में हैं परन्तु कोरोना संकट के चलते जेल के बंदी अपने परिजनों से नहीं मिल सकते हैं। ऐसी स्थिति में उत्तर प्रदेश की जेलों में बढ़ाए गए टेलीफोन सेट्स जेल के बंदियों कि ज़िंदगी में एक उम्मीद कि किरण के मानिंद होंगे। जो कि बंदी के लिए अपने परिजनों से वार्तालाप करने का एक मात्र सहारा हैं। वैसे तो महिलाओं को हमेशा से ही समाज से कटा हुआ मना जाता है फिर चाहे वो जेल के बाहर की दुनिया हो या खुद जेल हो। जेल में रहने वाली महिलाओं की स्थिति बहुत नकारात्मक है। परंतु उत्तर प्रदेश की जेलों में महिलाओं के लिए भी टेलीफोन की बराबरी की उपलब्धि कराई है। जो वाकई सराहनीय कदम है। वर्तिका नंदा जी भी औरतों के लिए जेल में बहुत बदलाव लाना चाहती हैं और वो हमेशा से ही जेलों में औरतों की ज़िन्दगी सुधारने का अनूठा प्रयत्न करती आ रही हैं।आशा है कि वो आगे भी बिना रुके ऐसे ही एक – एक तिनके को जोड़कर इन ज़िंदगियों को संवारती रहें।

In such a situation, the telephone sets raised in uttar pradesh prisons will find a ray of hope in their lives. Which is the only support for the prisoner to interact with his family. Women are always allowed to be cut off from society, whether it is the outside world or jail itself. The condition of women in jail is very negative. But for women in uttar pradesh jails, the telephone is equally provided. Which is a really commendable step. Vartika nanda ji also wants to make many changes in jail for women and has always been trying her best to improve the lives of women in jails.

Very good decision to provide telephones and mobile calls to the inmates. These are tough times, and even inmates would be worried about their families. Staying in touch with them through phone calls is rather is rather better. As far as I know, during normal not every inmate gets to have a visitor, it would be better if the availability of phone calls and mobiles continued even after the lock down ends. #tinkatinka #prison #jail #vartikananda
The noise was always a struggle. Women screaming, crying, laughing or simply talking even, was always echoing down. Life of a woman in a prison seems to be very hard and bad. Most of the time, mother is also accompanied by a child, which worsen the situation. Women also lead a more traumatic life in a prison than a man, since her own family members start to ignore and eventually abandon her after a while. Most women spend years under trial without any hope of finding any relief, and no solace more family.
In this global pandemic where world is suffering being isolated from friends and family and connecting with them with the help of telephonic service and vedio conferencing; inmates are also avoid meetings to prevent direct contact. As Tinka Tinka foundation put forward the idea for them and reconcile the issue of being frantic in this outbreak. This become the only means for the inmates to connect. The society always neglect women issues even if they are imprisoned or not. But this initiative helped them.
